Mapping the PIICIE, a territorialized and cooperative operation

Abstract

The governance of Education within the European Union (EU) is carried through guidelines framed by the Open Method of Coordination and by the allocation of funding to operations in line with the ex ante conditionalities from the Multiannual Financial Framework (MFF) 2014-2020. Education has been a priority within the EU since the 2000s and it was promptly realized that the performance of some Member States in a number of key indicators was far from desirable. Portugal displayed worrying early school leaving rates and the challenge of educational attainment demanded pressing action. The European Structural and Investment Funds unlocked new opportunities for the implementation of policies that pursue educational attainment and promote equity. The Planos Integrados e Inovadores de Combate ao Insucesso Escolar (PIICIE, translated as Integrated and Innovative Plans for Tackling Educational Underachievement) were launched during the MFF 2014-2020, framed by a National Programme aiming to improve Educational Attainment that transferred formulation and implementation responsibilities to local entities and communities.  Nonetheless, there is not a proportional distribution along the National territory. Thus, this paper intends to map the funding granted to regions, intermunicipal communities, and municipalities destined to the implementation of these Plans. This analysis results in an identification of patterns and tendencies, but mainly in the identification of differences.

Mestre em Ciência Política e doutoranda em Políticas Públicas. Colabora e desenvolve investigação no Grupo de Estudos em Território e Inovação (GETIN), da Universidade de Aveiro, especialmente no âmbito de políticas educativas locais, num contexto de governação multinível e com fins de coesão territorial.

Joana Duarte, Departamento de Ciências Sociais, Políticas e do Território, Universidade de Aveiro

Mestre em Planeamento Regional e Urbano, pela Universidade de Aveiro, e desenvolve investigação aplicada desde 2015 no Grupo de Estudos em Território e Inovação (GETIN), da Universidade de Aveiro.  Tem participado e colaborado em vários projetos que combinam as componentes territorial, demográfica, socioeconómica, prospetiva e setorial, em particular em matéria de política educativa local.

Doutorado em Ciências Sociais, docente no Departamento de Ciências Sociais, Políticas e do Território da Universidade de Aveiro, no domínio do planeamento regional e urbano, das políticas públicas, e dos métodos de apoio à tomada de decisão. Coordenador do Grupo de investigação em Sistemas de Apoio à Decisão da unidade de investigação em Governança, Competitividade e Políticas Públicas (GOVCOPP) e diretor do Mestrado de Ciência de Dados de Ciências Sociais.
